Rules Question

So in looking through the site I've seen the dropped title board and it says that it's for in continuity stories that were dropped but some of them only have two issues in them so is it that easy to get in continuity or are they in a schrodingers continuity were they are and aren't in contiuity until someone else claims those characters?

Also I'm probably not going to claim it but with the rule about Green Lantern not being in a team title i'm assuming that wouldn't apply to a GLC title but just thought I'd check.
