So I would like to discuss/propose my idea on these twos in this topic since ARGUS will pay a minor part in Disaster. This is just my thinking on it and is not set in stone. A.R.G.U.S. ARGUS is short for Advanced Research Group Uniting Super-Humans. It would be a United States program designed to study and minimize the threats posed by the growing metahuman and vigilante population in the DC Universe. They are in charge of jailing and rehabilitating most villains in the DC Universe. They also decide which heroes may or may not be a threat. CheckmateCheckmate would serve the same purpose, but on a global scale. They would be sponsored by the U.N., but would be their own separate entity. They are in charge of managing metahumans and vigilantes on an international scale. If this proposal is ratified by everyone my plan would be to find some basic members who could be tied to these organizations if anyone wanted to use them. Ideally, none of these characters will be taken from major mythos (i.e. Steve Trevor would be ineligble). Any writer could add one of their claims from a title to one of these organizations. Sorry if any of this is unclear as I am writing this at 2 in the morning. Any questions or disagreements may be posted in this topic. If you are fine with this setup let it be known as well.

Buck, so sorry, I can't believe I am 14 days late in my reply!
Couple of thoughts -
So, ARGUS is USA based, and Checkmate is international. Why have both? Why not have landings, or whatever, in each country, rather than separate organisations that do the same thing?
I do like the idea of universal claims/characters, and it might be fun if we have something like a Checkmate/ARGUS department for different concepts, like ARGUS in NU52 which deals with Magic, the Red Room.
I like the idea of characters being members or, say, informants. Like, for example, Zatanna could feed ARGUS/Checkmate with information on the magic side of things.

No worries man. No real rush on this discussion just wanted to put my ideas on paper.
Mostly the reason for ARGUS being US based is us Americans love complicating things by adding more layers then are needed. We try to manage things within our borders with our own organizations rather then relying on the strength of something we don't have control over.
I definitely would love to incorporate different branches for either or both of the groups.
I definitely like the idea of Zatanna putting ARGUS on something too small for her or something she doesn't have time for.

Well aside from the US vs. international angle, there is a lot of room for story fodder in having 2 organizations with similar responsibilities but perhaps having different agendas and goals-conflicts between the two could arise, not just over jurisdiction but about other aspects of their directives, agents, counter-agents, double agents, US/Argus black ops on foreign soil trying to beat Checkmate to the punch without being detected, etc.
Even if they cooperate in public there could be headhunting plots as hey vie for the best agents, industrial espionage between the two trying to get the secet tech the other has or intel, etc. etc.
Just food for thought for y'all since I am not playing in the sandbox.

Sounds kind of interesting, ARGUS competing against Checkmate for the best magic advisors, or Archer, or whatever. Sounds pretty interesting.

So, I've been thinking more on this (because, how could I not?) and I was wondering how people felt about a degree of inter-connectivity put forward by titles?
Like, installing urban magicians in each city, and saying that the writer of that city can use the magician.
For example, in the Flash, for Keystone City, perhaps like (and this is just lobbing a name out there) Ibis was based there and their resident magician type character, and say, there are elements that can transfer over from other titles.
Or alternatively, I know in nu52 the Black Room for ARGUS is the magic room. Maybe Yellow Peri and Doctor Occult can be the curators of that room, and they're characters that are linked to ARGUS but gives other people free reign to use 'em?
