So I would like to discuss/propose my idea on these twos in this topic since ARGUS will pay a minor part in Disaster.
This is just my thinking on it and is not set in stone.

A.R.G.U.S.
ARGUS is short for Advanced Research Group Uniting Super-Humans. It would be a United States program designed to study and minimize the threats posed by the growing metahuman and vigilante population in the DC Universe. They are in charge of jailing and rehabilitating most villains in the DC Universe. They also decide which heroes may or may not be a threat.
Checkmate
Checkmate would serve the same purpose, but on a global scale. They would be sponsored by the U.N., but would be their own separate entity. They are in charge of managing metahumans and vigilantes on an international scale.
If this proposal is ratified by everyone my plan would be to find some basic members who could be tied to these organizations if anyone wanted to use them. Ideally, none of these characters will be taken from major mythos (i.e. Steve Trevor would be ineligble). Any writer could add one of their claims from a title to one of these organizations.
